The program is structured in three parts and contains the two main themes of «Tobacco/Alcohol/Cannabis» and «New Media».

The program was jointly contracted by the Swiss cantons of St.Gallen, Thurgau, Appenzell Ausserrhoden, Schaffhausen, Graubünden, Zug and Nidwalden and the Principality of Liechtenstein.
